Please be advised that the request you submitted for Councilwoman
Reynolds’ email log from January 1, 2021 through March 17, 2021 will
produce a voluminous file which will require an extraordinary amount of
time for redacting and materials to print. 

 

The Village has an ordinance in place that allows the applicant three
hours of redacting time and two hundred pages prior to being charged an
extraordinary fee for the response to an OPRA Request.  Therefore, any
redacting we perform under that amount of time would not be charged.  We
have found that the “email server logs” require approximately three hours
of time for a one week time span.  Redacting any time over the three hours
would cost approximately $25. per hour and copying over the 200 pages will
cost $.05 per page.  However, we would like to provide these documents to
you in the most efficient and cost effective manner. 

 

Note that numerous weekly time frames for the three month span will result
in many requests that will require many extensions.  As I am the only
staff member working on this type of OPRA Request, I am hoping you might
be agreeable to two requests at a time that would be more manageable and
permit me to provide them to you in a timely manner.  As we complete the
requests, additional requests can be submitted.

Please be advised the OPRA Request to provide the email log for
Councilwoman Reynolds for the time period January 1 through January 31,
2021 will be a voluminous request and will result in an extraordinary fee
to produce and redact.

 

The request includes approximately 4 weeks of logs and we know from past
experience that each week’s log is approximately 30 pages and that will
equate to 120 pages.  We require at least 2 minutes per page for
redacting.  That will equate to approximately 4 hours of labor for
redacting and our ordinance permits you 3 hours without charge. 
Therefore, we will charge you 1 hour of redacting at $25.00 (the lowest
hourly wage for the person capable of fulfilling the request) which equals
$25.00 for an approximate labor cost. 

 

The cost to copy the pages is $.05 per page and there are approximately
120 pages and the ordinance permits you 200 pages without charge. 
Therefore you will not be charged for any copying.

 

Your total fee will be approximately $25.00 and that is payable prior to
any work to begin.  The payment may be made in cash or check payable to
the Village of Ridgewood.  Please advise how you would like to proceed.

The last communication the Village Clerk’s Office sent on April 5, 2021
for the OPRA Request for the email log for Councilwoman Reynolds for the
time period January 1, through January 31, 2021 advised that our response
would result in a voluminous amount of documents and therefore require an
extraordinary fee.  We asked how you would like to proceed with the
request.  As we have received no response to the email communication, we
will close this OPRA Request and consider our obligation satisfied at this
time.  Be advised that you may submit a new request at any time and we
will respond accordingly.
