Good morning Anonymous requestor;
You are completely ignorant of the law.
Consequently, your declaration regarding response deadline is wrong.
You submitted your request on a Sunday. FYI, our office, in fact all government offices, in every state and on the federal level are closed on Sundays. Please make a note of this for your records and future reference.
Therefore, your request was received on Monday, June 3, 2019. The counting of Seven (7) business days begins with Tuesday, June 4, 2019.
Let's now count together.
Tuesday, June 4, 2019 - that's one.
Wednesday, June 5, 2019 - that's two, two business days.
Thursday, June 6, 2019. Is Thursday a business day? Are Borough Offices Open? Yes, yes they are. That's three, three business days.
Friday, June 7, 2019. That's how many? Yes, four business days since the request was received.
Saturday, June 8, 2019. Is Saturday a business day? No, Saturday is a weekend. Saturday doesn't count.
Does Sunday count? That's right, Sunday is also a weekend and Sunday doesn't count.
Monday, June 10, 2019. Is Monday a business day? Should we county Monday? Yes, Monday is a business day, the fifth business day.
Tuesday, June 11, 2019, that’s how many? Six, six business days.
What day is today? Wednesday, yes Wednesday, June 12, 2019, the seventh business day after your request was received.
You should expect to receive your documents or be informed that the Borough needs an extension by close of business today.
I hope this response is helpful to you in understanding how to count to seven (7) business days after a request is received.

Dear Bill Bray,

There is no purchase order showing the amount paid by the borough along with the borough budget code as requested? You only have an invoice showing that the borough was billed?

Bill Bray, South River Borough

This is the only document.
OPRA allows for the request of documents, not asking questions. Documenta only contain the information they contain. The Borough does not need to create records to provide you with the answers to your questions.

Dear Bill Bray,

Wow, so he wrote a report for free and didn't take the $17,500 that was approved to be paid to his company in July 2018? I guess it was a favor for his good friend Rubenstein. Afterall, he couldn't have been paid by the borough if the borough didn't generate a purchase order, which would have contained the budget codes used to pay that purchase order.

I guess he makes enough from his Patterson Fire Department retirement and his commissions from Revenue Guard that he doesn't need the borough's money.

I'll be waiting for the determination from your legal team regarding the release of the report.

Bill Bray, South River Borough

Dear Anonymous Requestor,
The report by MTP Group is not subject to release under OPRA because it is advisory, deliberative, consultative material.

This concludes the Borough's response to this request.
Should you require further government records, please submit a new request.
