Hello Mr. Woods,
I am writing to respectfully requesting an unredacted copy of the contract
with Places4Students.  While "Proprietary" is cited as the reason for each
of the redactions, it appears those redactions only obscure amounts of
money, specifically rates that are to be paid to the University.  I don't
see why those numbers cannot be disclosed.  After all, the transactions
directly involve the University.  The rates are not some trade secret,
rather they are fundamental components of the agreement that should be
made public.  They are also necessary information for anyone wishing to
audit the contract in the public interest, to detect or prevent fraud, or
for any other legitimate purpose that a member of the public and/or the
press might wish to conduct an audit.  This request should be
characterized as "media" in your system, and as you know, I am the editor
of a news outlet that covers matters of community interest here in Central
Jersey, including Rutgers University and the real estate business.
Therefore, I would respectfully request that you reconsider the redactions
and provide an unredacted copy of the agreement, under OPRA and/or common
law.
I would also ask kindly that you provide a more legible version of that
document if at all possible.  I'm sure you will agree that, for example,
the dates on the first page are not visible because the scanned image is
so bright and washed out.

Please note, Places4Students has objected to releasing an unredacted
version of the agreement. They have noted that the revenue shares have
been released as well as the actual agreement. However they consider the
specific amounts paid per listing to be proprietary commercial or
financial information, which if released, would give an advantage to
competitors or bidders and adversely affect their current business with
Rutgers, as well as with other academic institutions throughout North
America.
