RE:  OPRA Request

 

In response to your Open Public Records Act (OPRA) request dated November
20, 2017, seeking copies of all OPRA requests made to the County of
Gloucester from August 1, 2017 to November 20, 2017; please be advised
that fulfilling this request would require substantial time and allocation
of resources to provide, requiring the County to review approximately 650
OPRA requests for redaction of information exempted under OPRA,
potentially causing “substantial disruption to agency operations” before
release of such records.

 

In these circumstances, the applicable OPRA statute, NJSA 47:1A-5(g)
permits the government agency to deny access, or impose a special “service
charge” when expenditure of significant time and effort by an agency is
involved.  Such special service charges must be based on the actual direct
cost of providing such records.

 

However, in an attempt to fulfill your request, I attach a summary
spreadsheet for the designated time period. The first columns shows the
county department in which the requested information would be obtained
from, the second column is a very brief description of the OPRA request
and the third and fourth columns show the date the request was received
and the date a response is due by.

 

Please note certain personal identifying information has been redacted
from the document in accordance with Gloucester County’s responsibility
and obligation pursuant to NJSA 47:1A¬1, to safeguard a citizen’s personal
information, when disclosure thereof would violate the citizen’s
reasonable expectation of privacy. Referenced redactions exclude names,
addresses, dates of birth, social security numbers and phone numbers.

 

Should this not satisfy your needs, please advise this office so we may
determine time and costs involved to fulfill your original request.
Alternatively, you may wish to narrow your request to identify specific
person(s), location(s), time(s) of interest, which might reduce
time/expense to provide.
