1. New Request: PDF Document / Copy of all contracts / agreements and; the most current Robert Wood Johnson University Hospital - EMS Contract- Signed Copies. Previous Requests made on this OPRA web site the Borough of South River stated EMS contract was a draft and proposal at the time of request. Additional Notes: Please provide signed copy of Contract / Agreement by all parties listed on signature column/pages of said contract or agreement. the requested documents / agreements are between Borough of South River & RWJ EMS for the provisions of Emergency Medical Service and Ambulance transportation for 9-1-1 medical emergency calls within the Borough of South River.

2. Requested: Any and all documents of RWJ EMS (Vendor) Billing policies and procedures with regards to the Borough of South River EMS contract/agreement and RWJ EMS which are authorized and approved by the Borough of South River official representatives.

3. Requesting: Any and all documents of RWJ EMS (Vendor) Subcontractors related to Borough of South River and RWJ EMS contract/agreement.

The Borough of South River received your Open Public Records Act (OPRA)
request on July 1, 2019.  The official Records Custodian, William Bray,
received your OPRA request on July 1, 2019.  As such, the seven (7)
business day deadline to respond to your request is July 11, 201.  This
response to your request is being provided to you on the 3rd business day
after the custodian’s receipt of said request. 
 
You requested:

In response to items #2 & #3:
 
A proper request under OPRA must identify with reasonable clarity those
documents that are desired, and a party cannot satisfy this requirement by
simply requesting all of an agency's documents.  See Bent v. Stafford
Police Department, 381 N.J.Super. 30, 37 (App. Div.  2005). Custodians are
not required to conduct research or create new records in response to an
OPRA request.
 
Please provide the Borough with a more specific description of the records
you are seeking in regards to Item 2&3.
 
If your request for access to a government record has been denied or
unfilled within the seven (7) business days required by law, you have a
right to challenge the decision by the Borough of South River to deny
access. At your option, you may either institute a proceeding in the
Superior Court of New Jersey or file a complaint with the Government
Records Council (GRC) by completing the Denial of Access Complaint Form.
