3) records sufficient to show the dates and amounts of all payments in lieu of taxes (PILOT's) made in connection with each such tax exemption
4) the most recent financial statement provided by each approved urban renewal entity
5) records sufficient to show the current assessed value of each LTTE property and the date(s) that certificate(s) of occupancy were granted for each

The Borough received your request on Sept. 8, 2020. The deadline for its response was Sept. 17, 2020. The Borough by way of this email is responding on the third business day after your response was received.

The Borough has no Long Term Tax Exemption Agreements.

Are you sure you know the right name of the record you're requesting?

Good morning,
 
After some digging, I found that NJSA 40A:20-1 et seq does reference "long
term tax exemptions" and the Borough has two such agreements.
The first agreement was made in 1992 (under the existing law at the time
which has been repealed) and revised in 2015 Under 40a:20-1).
The Second agreement was made in 2005.

I see nothing to indicate that there would be an "administrative review
fee" charged and have not found any such documents in our file.
The Tax abatement for Willett Manor was approved under the former statute
that does not mention any application but there was some backup info in
the file which is attached. The abatement agreement for South River
Landing is included but the file doesn't not include any "application"
Furthermore, Council authorized this agreement via a Resolution
(attached).
2) the ordinances approving each such tax exemption and the financial

documentation, for each
The Resolution authorizing the 1992 and 2000 abatements are attached. The
Ordinance authorizing the 2015 abatement agreement is attached. I found no
other information however, the 1992 Willet Manor agreement references a
map and description of the property and I have asked our engineer if they
still have that on file.

Please clarify which specific years do you want to have these documents
for?

The Borough complete a revaluation and place those values on the books for
the 2020 Tax year. They can be accessed online at

Good afternoon,

You requested: 3) records sufficient to show the dates and amounts of all payments in lieu of taxes (PILOT's) made in connection with each such tax exemption.

Attached you will find records from our financial software for the current year, back to 2002, the farthest back we can pull these records in-house.
Attached you will find correspondence from the property owners detailing Pilots from 20190-2013 (Willett Manor) 2019-2010 South River Landing, As well as financial payment info for Willett Manor for the years 2018-2016 as well as 2013 and 2010.
Attached you will find Audits from 2001 to 1994 that provide information on the Pilots paid by Willett Manor, South River Landing wasn’t finished until 2005.
We don't have any records regarding 1992 through 1994 but the project was issue a Certificate of Occupancy in 1992. At that time, miscellaneous was comingled in the Audit so it is not reflected in a separate line item as it is 1995 through present.

Our financial software vendor may be able to access records prior to 2002 but that retrieval may come with costs that you would have to pay prior to their attempt.

Please advise on whether you want to explore the potential of finding more info on payment made prior to 2002. Otherwise this request is closed, please make a new request should you require additional information.
