The request was partially successful.

Dear Stockton University,

This is a request for public records made under OPRA and the common law right of access. Please acknowledge receipt of this message.
Records requested:

List of all African American employees and or students that participated in the Martin Luther King Jr. research study done on behalf of the NJDEP. The study was headed by John O'Hare and Michelle McDonald.

I am also requesting the itemized expense list that Stockton used to justify the $21,000 that was paid by the NJDEP. I want to know how many hours were worked by each employee on the project as well as what they were paid. I want to know what the expenses that were incurred to complete this project, such as but not limited to, plane tickets, hotels, fuel, food, materials and any other item that justifies the $21,000 spent on this study.

Yours faithfully,

Patrick Duff

Dear Frazier, Cynthia H.,

I made the same exact request to the NJDEP and they filled the request. So I will give you another shot at this before I have my attorney file an order to show cause and pull you into court.

Let me rephrase the question for you....

I would like a list of all faculty and or students that worked on the MLK research project, as well as the ethnicity of each person.

Yours sincerely,

Patrick Duff

Dear Stockton University,

Please pass this on to the person who conducts Open Public Records Act reviews.

I am writing to request an internal review of Stockton University's handling of my OPRA request 'List of all African American employees or students that participated in the Martin Luther King research study done on behalf of the NJDEP.

Your clerk is claiming they would have to"create" new records...I call BS. The information I requested is readily accessible and only needs to be compiled, which is your job, not created.

A full history of my OPRA request and all correspondence is available on the Internet at this address: https://opramachine.com/request/list_of_...

Yours faithfully,

Patrick Duff

Dear Frazier, Cynthia H.,

What say, Ye?

Dear Frazier, Cynthia H.,
Please let me know if you are refusing my request or not. I have limited the scope for you but you seem to still have a problem letting me know who worked on the project, which I already know anyway, but I am just seeking confirmation. It's odd though that the DEP filled the same request....don't you think? A request for the race of employees that are working within government institutions is a crucial part of why a OPRA was passed. How can we see if discrimination takes place within your chambers without disclosing this info.....Guess what, now that I think about it, I want all the races as well. If you deny the request I will be filing an Order to Show Cause to force you to do so.

Think about it, if I can ask the local police the race of every person pulled over to see if discrimination exists, which it does. Than I am also legally allowed to ask you for the race of the people who worked on a state funded project at a State University to see if discrimination exists, which again, it does. That's why your lawyers don't want you to answer the question.... This is called guilt by omission.

Yours sincerely,

Patrick Duff

Dear Frazier, Cynthia,

They are all white, I looked them all up. Look for a separate OPRA in a minute.

Dear Frazier, Cynthia H.,

Just so you know what can be exempt, here is a list. http://www.nj.gov/grc/pdf/OPRAExemptions...

No where does it say I can't ask for race.
