To be clear, the Open Public Records Act (OPRA) permits a Custodian to charge a duplication fee. This office maintains the subject records, as indicated in our reply, in hardcopy format, and is therefore entitled to seek duplication costs in accordance with fulfilling your OPRA request. As a courtesy to you in this one instance, I will convert the medium to PDF to enable emailing to you. In the future, however, the Custodian will not waive duplication costs where the medium in which the records requested permits a duplication charge. Please be guided accordingly.
