2.  Response to Request No. 2: The request for “Any and all Aberdeen
Township Police Department policies referencing and in regards to the
practice of police officers identifying themselves by name and/or badge
number to members of the general public when requested, and/or by
individuals the police officers make contact with in the course of their
duties, when requested by those individuals” is overly broad. Pursuant to
NJSA 47:1A-5(f), an Open Public Records Act records request must request
with specificity government records and not information.  “Under OPRA,
agencies are required to disclose only ‘identifiable’ government records
not otherwise exempt…In short, OPRA does not countenance open-ended
searches of an agency’s files.” MAG Entm’t, LLC v.Div. of Alcohol Beverage
Control, 375 N.J. Super.534, 549 (App. Div. 2005).  The request as written
does not specify identifiable records and would require significant and
extensive research as well as inferences and legal conclusions that the
Department is not able to undertake.  The Township invites a more specific
request for identifiable records.

faith, notwithstanding that the request for “Any and all Aberdeen Township
Police Department policies referencing and in regards to the display of

“It is impossible that your police department does not have SOPs/General Orders/Directives/Policies, as every agency has standard operating procedures on things like use of force, internal affairs, body cams, etc. Perhaps your police agency calls those SOPs by another name, such as rules, regulations, etc. That is what I am seeking – all of the SOPs/General Orders/Directives/Policies/Rules/Regulations that are currently in place as of 8-1-2016 .”

For the purpose of your clarification, I have never represented that my Department does not have "SOPs/General Orders/Directives/Policies."

Is this last e-mail containing a quoted sentence (the speaker of which is unknown) intended to be another request submitted pursuant to OPRA? Your two most recent requests did not seek "all of the SOPs/General Orders/Directives/Policies/Rules/Regulations that are currently in place as of 8-1-2016." This seems like a new request submitted pursuant to OPRA. Please indicate whether this is your intention in sending the quoted sentence sent last week so that I can proceed accordingly.

Lastly, based on the voluminous nature of this request amounting to thousands of pages of documents and the necessity of transferring the documents onto several different mediums for the purpose of redactions and in transmitting them to you, this request will likely require the assistance of an independent company in order to produce said documents. I will seek an estimate of the cost so that I can proceed upon receipt of your acceptance to pay the actual direct cost of fulfilling the request.
