I am requesting a text, comma, or tab delimited file, or a text-based report, listing, in the sequence processed by the county, every ballot, its sequential ID, its timestamp, its method of voting (for example: mail-in, provisional, in-person, absentee, "other", etc.), the specific votes contained for all races, and the batch ID and tabulator ID. Should any fields not be available, please include the fields which are. To be clear, I am NOT requesting a summary report of votes, I am requesting a per-ballot report. This set of information is sometimes known as a "Cast Vote Record" (CVR), "ballot log", or a "summary of ballots". If the data exists as multiple files or reports, for instance by batch or by precinct, you do not need to aggregate them, please send the individual files. I specifically do NOT want any information that identifies a specific voter, and I guarantee and stipulate that this information will not be used for that purpose.

A report of this type would have very likely already been created when Hudson County audited the election results. If not, and you are not readily familiar with how to generate this report, instructions for producing the cast vote record are generally able to be found in the User Guide associated with the voting machines used by Hudson County. Simply select choices for ALL records. SEPARATE file per batch, and JSON format. If using Democracy Suite, you would need to select Export/CVR Report.

I am hopeful that there is someone within the Hudson County Elections Commission or Board of Elections who will be able to generate the report I am looking for. Since this request is for information that will be used for educational purposes, and is NOT INTENDED FOR COMMERCIAL USE, I would like to also respectfully request that any fees be waived.

Ideally, I would like to receive the report via electronic transmission. However, if the data must be copied to a USB drive, I will happily supply the necessary device to the county in order to make that happen.

Hudson County Clerk’s Office.  Below is the breakdown of your OPRA
request, followed by my findings, additionally I have CC-ed the Hudson

• I AM REQUESTING A TEXT, COMMA, OR TAB DELIMITED FILE, OR A TEXT-BASED

• Attached to this e-mail is a zip folder labeled
“NOV_2020_GEN_VOTER_HISTORY”, when you open this folder there will be
a CSV file with the same name.

 

• IN THE SEQUENCE PROCESSED BY THE COUNTY, EVERY BALLOT, ITS SEQUENTIAL
ID, ITS TIMESTAMP.
• When you open the CSV file, column A will display the voter’s voter
id.  I assume when you request the voter’s sequential id, you are
referring to this id.  The report that I generated does not generate a
timestamp.

 

• ITS METHOD OF VOTING (FOR EXAMPLE: MAIL-IN, PROVISIONAL, IN-PERSON,
ABSENTEE, "OTHER", ETC.),
• When you open the CSV file, column E will display this information. 
Additionally I have attached to this e-mail a PDF file labeled
ALL_CODES_NEW_SVRS.  The report that I generated uses a system of
abbreviations, this PDF file will help you decode the abbreviations.

 

• THE SPECIFIC VOTES CONTAINED FOR ALL RACES, AND THE BATCH ID AND
TABULATOR ID.
• This section of your OPRA must be referred to the Hudson County Board
of Elections since that office use tabulates the mail-in ballots.  I
have CC-ed several staff members of the Hudson County Board of
Elections to this e-mail to better assist you.  I assume this section
of your OPRA is referring to mail-in ballots. However if I am
incorrect, please let me know and provide me some more information
regarding this section.

 

This concludes my findings and my response to your OPRA request, please
contact the Hudson County Law Department for any information or for

Dear Joseph Negron,
I sincerely appreciate all your efforts in helping me to obtain the information I have requested, and I have reviewed the files that you sent in response to my request. It appears that the file you sent is a voter history report, and not a Cast Vote Record. The Cast Vote Record is different from the voter history, in that it shows the history of when each ballot was received, in sequence, what type of ballot it was (mail in, provisional, etc), what day/time it was counted, and so forth. This report does NOT disclose any personally identifying information about the ballot - just the data regarding when/how it was counted. It is a very specific report that is generated from the voting machines, and likely may have already been generated when Hudson County audited its 2020 election results. I do have specific instructions for how to generate this report, that I could email to you directly.

If you could please provide me with an email address, I would more than happy to send this information.

Dear Mr. Negron,
The instructions that I have are 7 pages taken directly from the voting machine user manual. Could you please provide me with your email address? The OPRA Machine Reply system does not list an email address for you, it only gives a phone and fax number.
I would be happy to sent the instructions for generating the Cast Vote Record report. My understanding is that once initiated, the report can be done very quickly.
There is no way to attach anything to this message, so I think emailing the pages directly to you would be the best option.
