The law does require you to provide in the medium that the requestor have requested.

OPRA provides that a custodian must permit access to a government record and provide a copy of the record(s) in the medium requested, if the public agency maintains the record in that medium. If the custodian does not maintain the record in the medium requested, he/she must:
 Convert the record to the medium requested; or  Provide the record in some other meaningful medium (meaningful to the requestor). N.J.S.A. 47:1A-5.d.

Dear Malloy, Diane,

I will be reaching out to an attorney if you don't comply with my OPRA request.
E-mail is considered a method of delivery under the OPRA law. I never received the documents within the medium that I requested. I can't get access to the documents in the medium that the agency has supplied them in. The agency supplied in a 'zip' medium instead of PDF form that I originally requested. The agency has the ability to put the documents in PDF form.

A proper response to an OPRA request:
-is in writing within seven (7) business days!!! 
=grants access, denies access, seeks clarification, or requests an extension of time 
-addresses each record requested 
-addresses requestor’s preferred method of delivery 
-if special service charge assessed, provides estimate and gives requestor opportunity to accept or reject charge 
-includes a record index that identifies each record requested and the specific legal basis for a denial of access (including redactions) to each record.
