Attached is the NJDEP’s administrative response and the Senior Residential
Fishing License responsive records for the above referenced OPRA request.

The NJDEP is not able to include the “All Residential Fishing Licenses”
lists as they are too large for emailing.  Please provide either a file
sharing transfer site, so the records can be uploaded, or authorize the
creation of a CD and include mailing information.  The cost of the CD and
mailing would be $2.07.

In regards to a file sharing site, OPRA requests from other agencies will post larger files on the public Google Drive option. So, if that is a possibility on your end, here are the directions on how to do so. Once you do that, just post the link to the files here. Thank you!

"Share your Google Drive files publicly with no sign in required. You can simply share your Drive files publicly with people outside of your organization by changing the link-sharing options available. To share your file publicly:

Select the blue Share button in the top right-hand side of your chosen Drive file
Select > Advanced in the bottom right-hand side, select > Change
You’ll see a range of Link Sharing options
Choose > On - public on the web > Choose Save
This means anyone on the Internet can find and access your file - no sign-in required
Make sure to copy your new updated URL before sharing it
Select > Done"

Yours sincerely,

Resident

Regarding this December 2020 OPRA request for All Residential Fishing Licences, your last response was "The remaining responsive records have been uploaded to a Google Drive folder "OPRA 281706" and shared with this email address."

Could you please provide the Google Drive link and make it a public link. Whatever email address you shared the link with did not get to me.

Thank you,

Dear Matt Coefer,

Thank you for attempting to help with this OPRA request. Unfortunately, OPRA Machine censors all email addresses that you send. Listed below is exactly what I saw from your response (note the email address is censored). Additionally, whatever email address you shared the Google Drive with is just a random OPRA Machine email address which I don't know (I assume it's just random numbers tied to an OPRA Machine email address). The only way this will work is if you allow the Google Drive to be shared fully publicly, so that when I click on the Google Drive link, I don't have to sign in. I know there is a way to do that, since I can access Google Drive links from OPRA Machine without having to sign in. So, please make this Google Drive available to the general public. I will immediately download the information once you do so, and then if you want, you can then delete the files or change the Google Drive link back to a private link again.

Here is how your reply shows up on OPRA Machine:

Dear New Jersey Department of Environmental Protection,

Please pass this on to the person who conducts Open Public Records Act reviews.

I am writing to request an internal review of New Jersey Department of Environmental Protection's handling of my OPRA request 'Fishing licenses'.

The only way I can access the Google Drive documents is if you allow the Google Drive to be shared fully publicly, so that when I click on the Google Drive link, I don't have to sign in. I know there is a way to do that, since I can access Google Drive links from OPRA Machine without having to sign in. So, please make this Google Drive available to the general public. To see additional information about my OPRA request, and the attempts made to get me the information, and the ensuing problems preventing me from doing so, please view the following:

A full history of my OPRA request and all correspondence is available on the Internet at this address: https://opramachine.com/request/fishing_...

Hello,

Yes, on December 3, 2020 I submitted this OPRA request:

"Dear New Jersey Department of Environmental Protection,

This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.

Records requested:

1. List of all Resident Fishing licenses issued from 2015-present. Please include: Name of Applicant, City of Applicant, Date of Application.

2. List of all Senior Resident Fishing licenses issued from 2015-present. Please include: Name of Applicant, City of Applicant, Date of Application.

Yours sincerely,

Resident"

Item # 2 was emailed to me on December 17 and that portion of the request was completed. In March 2021, they tried getting me the requested information for Item # 1, but I never received it.

Please go to this link to see the complete thread of every email involved in this OPRA request: https://opramachine.com/request/fishing_...

As I stated in March 2021 (but never got a response), I need the shared Google Drive file to be available publicly without having to sign in. That way, I can finally download the requested information from Item # 1.

Thank you.

Harley, Keith (DEP),

Would you happen to know the request/ tracking number?

Dear Mr. Harley,

Yes, have you read through the entire thread here: https://opramachine.com/request/fishing_...

I immediately found the tracking # by doing so. The tracking # as listed on the documents in the thread is 281706.

The file was provided via Google Drive in March 2021, but it was not made public, so I was unable to access it. All I need is for the Google Drive settings to be changed and to make it a public file.

Thank you for your assistance,

Resident

Harley, Keith (DEP),

Sorry for the confusion. It looks like my Bureau Chief setup the Google Drive. I have forwarded this to him. We will get back to you once I get instruction from him.

Issue was most likely the email address associated with the OPRA Machine portal used. I have provided the below link, which should work for anyone with the link.
