1) Any and all information and/or records generated since 3/1/2017 in reference to "First (1st) Amendment Audits", "Police Accountability", "Copwatching", "Copblocking", "Citizens Video Recording" and/or any other activities addressing persons who video-record and/or photograph local, municipal, county, state, federal, and/or military personnel and/or property for the purposes of accountability, education, and/or public awareness of law enforcement/government conduct, including but not limited to documents, emails, memos, bulletins, notices, letters, directives, "bolos", videos, slideshows, presentations, etc.

2) Any and all records and/or documents generated since 6/1/2016 referring to "Matt Tim", "POLICE STATE: NEW JERSEY", "PSNJ", "Gunnison Undercover", "Time to Change, Jersey Style", "NJ Wandering News", "Ironbound Media", and/or "ASK NJ Media Co." in reference to the above described activities.

Woodbridge Township is in receipt of your Open Public Records Request
(“OPRA”) dated June 06, 2018, Requesting the following information

 

 

1)      Any and all information and/or records generated since 3/1/2017 in
reference to "First (1st) Amendment Audits", "Police Accountability",
"Copwatching", "Copblocking", "Citizens Video Recording" and/or any other
activities addressing persons who video-record and/or photograph local,
municipal, county, state, federal, and/or military personnel and/or
property for the purposes of accountability, education, and/or public
awareness of law enforcement/government conduct, including but not limited
to documents, emails, memos, bulletins, notices, letters, directives,
"bolos", videos, slideshows, presentations, etc.

 

Under the Open Public Records Act, N.J.S.A. 47:1A-1, et seq., requests for
emails must contain (1) the content and/or subject of the e-mail, (2) the
specific date or range of dates during which the e-mail was transmitted or
the e-mails were transmitted, and (3) must identify the sender and/or the
recipient thereof.  Elcavage v. West Milford Twp. (Passaic), GRC Complaint
No. 2009-07 (April 2010).  Your request contains the information required
by points 1 and 2, but does not contain the information required by point
3.  As such, it is overly broad and the information sought does not amount
to an identifiable government record. 

 

 

 

2)      Any and all records and/or documents generated since 6/1/2016

This is for number 1;
How do you suggest I narrow my request, as I have already given a specific time frame, specific names, and specific subject matter? I cannot give specific document types, as I do not know what documents you have. That is the reason for the request... I want to know what records you have. If I already knew which records you had, I would not have to ask for different types of documents.
I'm assuming the New Jersey Department of Corrections has some sort of organized filing system. If a government agency gave you the same information I gave you, and asked for assistance gathering information, you would comply with them. I'm sure you'd have no problem locating the information requested with minimal effort.
I don't have more information to give you to narrow the request. Again, if you have a suggestion to narrow the request, please do so.

Greetings,

I have made several attempts to call you today, but they all went unanswered.

We are unable to provide legal advice, when we receive a request that complies with the requirements of OPRA; we would be happy to comply.

Due to the specific email system utilized by Woodbridge Township, it would take approximately 55 hours to extract one week of emails. Each email would then be read and redacted if necessary. This would require a special service charge.

The information that is currently available for this request consists of Reports and two DVD's which are too large for an email attachment.

Please advise if you would like to have the information that is available picked up or mailed?
