Dear Office of the Governor,

This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:

Copies of all correspondence between the Office of the Governor and Yolanda Ciccone concerning her employment as the Middlesex County Prosecutor. Please include a copy of her resume and other relevant employment information consistent with the intent of Governor McGreevey's Executive Order #26, Paragraph 3, found on page 7, here:

https://www.state.nj.us/grc/public/exemp...

Please include information on the decision making process involved in the selection of county prosecutors. Please bear in mind Governor Whitman's Executive Order #69, Paragraph 3, Conclusion, which reads:

"The term "request" shall mean either a written or oral request; provided, however, that all requests are made with sufficient clarity so as to enable a reasonable person to understand the information that is being sought."

Yours faithfully,

Dear GOV Opra Custodian [gov],
With regards to the above request, Ciccone's appointment as the Middlesex County Prosecutor occurred within a day or two after she fined me $11,000 for frivolous litigation on a court case that both the Governor and the State Attorney General were aware of, involving tremendous payroll theft within the Old Bridge Police Department. The department has 104 full time employees, 81 slated for patrol, yet only 4 cars on patrol at any one time. Computing the hours, only 18 patrolmen are needed for this work. The rest, 63, sit at home collecting wages of $150,000 to $225,000. I would like to know: 1) Who made the decision to select Ciccone, and 2) how the selection criteria works. With your help, I received a resume. However, I don't know if it was constructed before or after the public announcement. This request is of the highest caliber, it is in the highest keepings of law and order, and I hope that you can cooperate with me to some extent.

Yours sincerely,

John W. Milner
