Email logs is term commonly accepted and understood by the majority of other public officials handling OPRA requests. A log of emails displays the sender/recipient name and email, date, and full subject of the email. It is easier to produce than a request for the full contents of the emails themselves. Here is an example of a successful OPRA request for the email logs of the Mayor of Robbinsville Township : https://opramachine.com/request/1752/res...
They are many other successful examples of email logs being requested on the OPRA machine website if you need further clarification from various state and municipal authorities. Email logs are typically provided in spreadsheet or PDF format.

With this clarification made please provide the original email logs I requested for the timeline I requested. If after this clarification you are still making the case the requests must be broken down into groups of two. Please start with the Chancellors of both Newark and Rutgers campuses.

After requests for further clarification and narrowing of your request, we
attempted to conduct a search for email logs for sent and received emails
to/from the Chancellor of New Brunswick and the Chancellor of Newark from
September 21, 2018 through December 21, 2018. The University collected the
requested emails but was unable to export those emails into a log format.
When the attempt was made, the email program crashed. We believe this is
due to the sheer volume of emails over a three month period. Therefore,
since we are unable to produce a log of emails over a three month period
this request is denied as being overly broad and burdensome to produce.
You may make a more narrow request or attempt to further clarify this
request. 

If your request has been denied, you may take your appeal to the New
Jersey Government Records Council (NJGRC), which has mediation and dispute
resolution procedures, or you may file a lawsuit with the New Jersey
Superior Court, as provided by N.J.S.A. 47:1A-1, et seq. Your rights of

Dear OPRARU,

Thank you for for the clarification. I find it hard to believe that the premier public University in the state of the New Jersey does not have the wherewithal and technology support staff to assist in creating a simple email log for individual staff members for three months. Was a help desk ticket placed with your IT department to help resolve the software issues you stated you are experiencing? Can you provide a screenshot of the error message you are receiving?

Regardless of the above, please try producing the logs for a period of 10 weeks instead of 12. If your computer freezes requesting 10 weeks of emails as well, please reduce the request by one additional week until your computers no longer freeze.

Your request was later modified to email logs for all emails sent and
received to/from Chris Molloy and Nancy Cantor for the dates of January 9,
2019 through January 23, 2019. 

Pursuant to N.J.S.A. 47:1A-5(c), an agency is authorized to impose a
special service charge where the agency must make an extraordinary
expenditure of time and effort to accommodate a request to inspect
government records. 

This request has 3416 emails to be reviewed and potentially redacted. At
the rate of 240 emails per hour (15 seconds per email on average), the
request will require 14.2 hours. As the University does not charge for the
first four hours of review and redaction, the special services fee shall
be $561.00 based on 10.2 hours at $55.00 dollars per hour, as summarized
below:

Total emails: 3416

Total time for review/redaction (240 emails/hour): 14.2 hours

Actual cost ($55.00/hour x 14.2 hours): $781.00

Total waived ($55.00 x first 4 hours): $220.00

Total charged: $561.00

If you choose to request the records, you must pay the special service
charge prior to the work commencing. You may send a check in the amount of

I reviewed your response and there are two errors:

Error 1. You answer is not following the directions of my modified request. I will repeat again, I only requesting email logs. As previously stated this does not mean I want the entire emails with the body of text, I simply want a log showing the sender, receiver, subject and date. This should not require redaction and if it does the redaction should be minor. Please follow the specific details of my request ASAP.

Error 2. The two staff Rutgers staff I asked for were the Chancellors of the Newark and Camden campuses. As I previously state, not the Chancellors of the New Brunswick and Newark.
