Correspondence to Nutley Township on the Cannabis law.
Dear New Jersey State League of Municipalities,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
"OPRA's clear purpose . . . is 'to maximize public knowledge about public affairs to ensure an informed citizenry and to minimize the evils inherent in a secluded process.'" Educ. Law Ctr. v. N.J. Dep't of Educ., 198 N.J. 274, 284 (2009) (quoting Mason v. City of Hoboken, 196 N.J. 51, 64 (2008)).
On the public record at the 5/18/2021 Nutley Board of Commissioners, Mayor Tucci stated the Township received documents from the New Jersey League of Municipalities on Cannabis legislation in New Jersey. Tucci stayed the League provided guidance for the proposed legislation. Tucci indicated the documents were sent, very recently.
I seek a copy of the documents concerning the New Jersey League of Municipalities sent to the Township of Nutley.

Please allow this email to serve as confirmation of your request for records made to the New Jersey State League of Municipalities, under the Open Public Records Act ("OPRA") and common law. Your request, dated May 18, 2021, and received on May 19, 2021, asks for "a copy of the documents concerning the New Jersey League of Municipalities sent to the Township of Nutley."
This request, as currently presented, fails to specifically identify the documents sought and is both overly broad and vague. At this time, your request cannot be fulfilled without additional clarification.
Please respond with additional details regarding the documents you are requesting, so that I may attempt a search for responsive records. For example, if you are seeking email communications between the League and the Township of Nutley, please provide a date range, and/or the names of individual addressees, and if possible specific keywords.
