This office respectfully requests a seven day reasonable extension on the
time frame for responding to this OPRA request. Due to the expansive

in the New Jersey resulting in limited staff capacity and office

I am writing to appeal the refusal of my records request, which you sent to me yesterday. I was not asking for the creation of a new record, merely a series of screenshots or printouts from CCPO's email system showing the responsive emails to the two search terms I requested. If these can be provided, I will be able quickly and efficiently request only the emails which a) are relevant to my research parameters and b) have not been already provided to me by your Office. The alternative would be a lengthy process in which I request all these emails, piecemeal, over numerous requests, which would be both lengthy and work-intensive for both parties. Furthermore, other entities have previously provided lists of responsive emails to me in response to similar OPRA requests, therefore I believe such a request is covered by OPRA law and permissable, not to mention quick to execute.

I apologize for the confusion with regard to this issue - I have been informed that IT has the technological ability to provide a list of responsive email records to your specified parameters. For the sake of clarity, your search parameters were specified in this case as:
(2) All emails sent to or received by email addresses ending in "@co.cumberland.nj.us" utilizing the search term "17-02-118-I" occurring between June 1, 2016 to December 31, 2018.
(3) All emails sent to or received by email addresses ending in "@co.cumberland.nj.us" utilizing the search term "18-10-943-I/B" occurring between June 1, 2018 to October 31, 2020.
As originally requested in your OPRA request dated October 30, 2020, and referenced in your OPRA request dated November 23, 2020 for a list of the responsive records to those requests as stated above. I have been provided with the attached excel spreadsheets by my Office and instructed that they contain the results of those searches conducted of our electronic records. While I was originally instructed that the responsive records in this matter amounted to roughly seven hundred, I have been informed that the attached spreadsheets accurately reflect the total number of responsive emails matching the above search parameters. The voluminous amount of results is likely due to the search term being a string of numbers, and would likely be narrowed significantly with the usage of narrowing search terms, a smaller time window, or limiting the search window to specific individual email address recipients.
To further clarify, this email does not refer to your below OPRA request originally referred to in this email chain, which is your request posed on December 2, 2020. You can still expect to receive a response from this Office along with all responsive records to that request on or before December 11, 2020.

Thank you for these documents, and for your clarification regarding the other component of my request.
I understand that the CCPO email system search function does not seem to be able to zero in on that string of numbers and letters, which is unfortunate. My request for those terms to be searched specifically is that the defendant's name was spelled one way initially, and then corrected about two years later, meaning a comprehensive set of responsive documenents was complicated to assemble. I had hoped that using the two indictment numbers would simplify that process.
