Dear Seaman, Sam,

On August 30, 2018 I submitted an OPRA request for the following information:

1. Copy of arrest report for Justin D. Lamb from May of this year
2. Copy of criminal complaint filed for simple assault against Justin D. Lamb in May of this year.
3. Copy of the mugshot taken of Justin D. Lamb at the time of arrest.

To date, I have only received a response that the request had been received and a unique ID number was created, although the number space on the memo sent was left blank. This request should have been filled by now based upon timing set forth under OPRA.

Please reply with the requested information at your earliest convenience.

and also I opened this document and the number is in the space provided. 
I attached the report file on 8/31 and saved.  It would have been
visible.  I attached the photo on 9/4 and completed request which would
have generated another message on our system and it would be available to
you.

I am writing to request an internal review of Toms River Police Department's handling of my OPRA request 'Copy of complaint and Arrest report'.

After multiple attempts, computers and internet connections I am unable to locate the information in the database you say it was uploaded into. Using the number provided the only thing that appears is no record to display. I believe your system is not properly functioning or you are withholding the information.

There must be some issue with our Gov QA system.  The narrative and photo
are there.  The police department is not responsible for keeping copies of
complaints.  That is a municipal court matter.   I am attaching the
documents to this email.
