Dear Newark City,
If your municipality has a police civilian review board, or police citizen advisory board could you please provide a copy of the ordinance/resolution that formed the board and their by-laws.
Please provide this document via e-mail either as a pdf or if the information can be found on your website, a link to the page where this information can be found.
Dear Newark City,
Please pass this on to the person who conducts Open Public Records Act reviews.
I am writing to request an internal review of Newark City's handling of my OPRA request 'Civilian Review Board/Police Advisory Boards'.
No response received within the statutory time frame.
A full history of my OPRA request and all correspondence is available on the Internet at this address: https://opramachine.com/request/civilian...
The Office of the Clerk of the City of Newark has assigned your request
tracking number CC-21-0019 CV-19 and PD-21-0678 CV-19 and forwarded it to
the Records Management Unit and Police Division respectively.
On March 20, 2020, Governor Murphy signed into law P.L. 2020, c.10, which
provides that OPRA’s statutory deadlines do not apply for the duration of
a Governor-declared state of emergency pursuant to the Disaster Control
Act (N.J.S.A. App.A.9-33 et seq.), a public health emergency under the
Emergency Health Powers Act (N.J.S.A. 26:13-1 et seq.), or when a state of
local disaster emergency is declared by a county or by a municipality. On
August 1, 2020, Governor Murphy signed Executive Order 186 extending the
initial State of Emergency to October 24, 2020.
In order to gather the documents responsive to your requests, the OPRA
unit sends your requests to the respective City Departments, which
actually created, received, or retained these documents. Since the State
of Emergency, crucial City Staff have retired, become sick, and work a
staggered schedule, which makes the time needed to gather responsive
documents far longer than usual.
It appears that the request dated April 20, 2021, on OPRA Machine was not
received by this address: [email address] and instead went directly
to the Clerk, who was out sick.
This office received your request on May 24, 2021. Given the delay, this
Office will make every attempt to fill your request by June 18, 2021 and
hopefully before that date.
