Public Information, Warren County

Dear Dr. Anderson,

This email is in response to your OPRA request for Warren County, NJ government records, sent after business hours on Friday, November 20, 2020 and received by this office on Monday, November 23, 2020. We acknowledge receipt of your inquiry seeking "Amount invested for the improvement of paratransit and transportation of people with disabilities in the county for the years 2018, 2019 and 2020."

We would like to help you, but this is a broad/unclear request that fails to name specific government records. Please clarify.

The County of Warren acquires funds from many sources for transportation. Are you trying to find out how much the county, state and/or federal funds are annually spent on the purchase of vehicles, or do you want to know more about the grants the county receives to provide transportation to our county residents? Currently, the paratransit program does not receive any grants specifically for transporting people with disabilities.

Please note that our transportation programs and paratransit vehicles are open to, and utilized by, others in our general population, including non-disabled seniors. It may be difficult, if not impossible, to extract what resources are devoted solely to people with disabilities.

Upon receipt of further information/clarification from you, we will work with our Transportation Coordinator to try and provide you with government records responsive to your request.

If you feel you have been denied information erroneously, you may wish to file a Denial of Access complaint with the NJ Government Records Council (GRC). The GRC can be reached via this toll-free number: 866-850-0511 or by visiting its web site: www.nj.gov/grc.

We await your response. Thank you and enjoy the day.

Dear Ms. Luperto,

You have given me an idea of how much the County spends in transportation for disabled people and paratransit: zero dollars. But you may have a different idea by consulting the following sources:
- County Budget for 2018, 2019 and 2020: is there a line for transportation? How much was this? Is this for roads or purchase and maintenance of a fleet? Is there any line for Paratransit? Any money designated for transportation of the disabled in the county?

Please forward the accounting line in the budgets of 2018, 2019 and 2020 specifically designated for transportation of disabled people in the county: improvement, purchase, maintenance, needs study.
Thanks,

Yours sincerely,

Dr. Anderson
