As stated in the NJDEP's response issued on December 24th, the August 22, 2017 Study (dated 8/21/17) was denied on the basis that the record is not considered government record pursuant to N.J.S.A. 47:1A-1.1, being intra-agency advisory, consultative, and deliberative material.
