Good morning and a Belated Happy New Year, I'm looking forward to a call with Caroline at 3 today and wanted to
share the attached documents with you in advance.
In summary they are resolutions passed by the various entities demonstrating action on finalizing an agreement for
the acquisition of the Hudson County Schools of Technology site. At last Thursday’s Freeholder meeting the Board
authorized the Administration to negotiate the sale of the HCST property located in North Bergen and have
désignées in place to begin to develop a conceptual financing/acquisition structure.  Further, you will find a copy of
a letter to the editor submitted by North Bergen Board of Education President Luis Rabelo taking exception to a
letter published in the Star Ledger mischaracterizing the actions of all the parties and defending in particular the
DEP representatives and expressing gratitude for their outreach and cooperation in this process. Additionally there
will be a memo sent shortly from Grace Lynch,  Board Architect, detailing steps taken to plan for use of  the HCTS
including. It includes details of  interaction with the New Jersey Department of Education such as a Project File
number being secured with NJDOE for acquisition and renovation of the HCST site.

Thank you for the note.  I completely understand and agree with your points regarding this
operation.  The FAA regulations absolutely curtail the full potential of unmanned aircraft in this case.
We are grateful for the opportunity to work with you.  I would like to propose continuing to have
open discussions and collaboration on drone operations with the NJDEP.  While this case may not
have been a perfect fit, I believe that there are other tasks in your organization that could benefit
from drones; even with the current regulations.  These may be in forest fire monitoring, disaster
planning and response, fish and wildlife studies, etc.
There may also be the opportunity to perform joint studies with NJ universities with which we
collaborate.  This can help keep NJDEP at the forefront of this emerging technology and be able to
fully implement it went when even more uses are made available.

Jeff, Thanks for this note.  I briefed the Commissioner on our conversation and
presented him a map of the forest and our towers.  It was clear to see that this
technology with the current regulations does not accomplish the goal at this park. 
Honestly, we have enough information from the first test.  I don’t necessarily want to
negatively impact your earning potential with this project, but I don’t see that Sunday
will provide any additional information to us.
I recommend cancelling this Sunday.  When the FAA catches up with the reality of
the capabilities and need, we can revisit.  I discussed with State Park Police staff
where I thought this technology could be utilized during certain events.  When
appropriate, we will be in touch.  Thanks for you honesty and I do appreciate your
working with us and your efforts.

Given our conversation yesterday, I wanted to reach out to you first for your guidance and direction. 
The forecast for Sunday has been holding steady with a 90% - 100% chance of rain.  Right now it says
it will probably start around noon and continuing throughout the day.  This means that there is the
strong likelihood that the weather will prevent the aircraft from flying for at least a portion of the
operation.
As aviators, we both know that forecasts are never 100% accurate, so we are happy to wait until
closer to the operation to see how things turn out.  However, I want to make certain we are doing
what is best for you and your team.  I do not know if it is better for your logistics to reschedule the
flight early based on the forecast or wait and see how things turn out.  We are here to do whatever
you need.

Update regarding the NPS security tent and ferry to Statue of Liberty/Ellis Island. 
Directly from NPS:


The Liberty State Park security screening tent will remain closed until further
notice until structural issues can be addressed by the National Park Service.

A ferry shuttle service will operate between the Statue Cruises barge dock
adjacent to the Liberty State Park security screening facility for all NJ ticket holders.

Visitors will be ferried to Battery Park where they will be screened at the
Battery Park security screening facility prior to boarding ferries to Liberty and Ellis
Islands.

This service will operate on the half hour from Liberty State Park, NJ, and on
the hour from Battery Park, NY (to return to Liberty State Park) from 9:30 AM to 2:30
PM daily.

After 2:30 PM, a ferry will run from the Battery to Liberty State Park as
necessary to accommodate returning visitors until Liberty and Ellis Islands are closed
for the day.

All tickets purchased for departure from Liberty State Park will be honored on
Statue Cruises boats departing from Battery Park and all Liberty State Park
tickets can also be picked up at the Statue Cruises ticket windows at Castle
Clinton in Battery Park, NY.

All boats from the Statue of Liberty and Ellis Island will travel back to Battery
Park where the ferry shuttle can be accessed to return to Liberty State Park.
NPS has not had their engineering assessment yet, but will report to us when they do.

At approximately 9 am this morning, the US Park Police officers determined the 
NPS security tent to be unsafe and evacuated the structure of all ferry passengers 
and staff.  The officers noticed bowing in the tent roof trusses that led to the 
determination of an unsafe condition.  I met with NPS Deputy Superintendent 
John Hnedak on site and was informed that NPS has halted service to the Statue 
of Liberty/Ellis Island until further notice.
NPS is working on bringing in structural engineers to assess the situation and 
determine if the security tent is safe and usable.  At this time, NPS is advising the

Liberty State Park Ferry Departure is Closed. LSP tkt honored via 
Liberty Landing Marina ferry to Battery Park for security screening.

take the Liberty Landing Ferry (yellow water taxi) from LSP to Battery Park first, 
before heading to the Statue of Liberty.

I had a warm conversation with Jacque this afternoon.  At this time she plans on returning to work
this coming Monday.  That could change over the weekend, and I reassured her to please take as

letter needs to be sent to Army Corp by January 3rd, however we can provide them with additional,

Thank you for providing the USACE Union Beach Supplemental Environmental Assessment for the
Hurricane Sandy Limited Revaluation Report for Coastal Storm Risk Management in the Borough of
Union Beach, Monmouth County for our review. It is my understanding that this flood control
project, consisting of a series of levees/floodwalls, pump stations, outfall structures, flood gates,
beach replenishment and wetland mitigation was previously approved by the Department in 2007
and is now seeking reevaluation since it was never constructed. It does not appear from our records
that the Green Acres Program commented on the original project, however, there are various
municipal and County Green Acres encumbered parcels as well as State owned Cheesequake State
Park within the project area. Therefore, in order to conduct a thorough jurisdictional determination
and to determine the proposal’s impact on any restricted areas, please provide GIS shapefiles of all
project elements (including all structures and the vegetation-free zone) and a list of parcels by Block
and Lot to be impacted by the project (including a list of all proposed temporary and permanent
easements).
Please note that I am copying Robin Madden since this proposal appears to impact Cheesequake
State Park.

Supplemental Environmental Assessment and Hurricane Sandy Limited Reevaluation Report
(HSLRR) for Coastal Storm Risk Management in Union Beach, NJ.
Location:
Borough of Union Beach - Monmouth County, New Jersey
PROJECT SUMMARY
The area of Union Beach along the coastline of the Raritan Bay has experienced flooding caused by
coastal storm inundation. This flooding has worsened in recent years due to the loss of protective
beaches, increased urbanization, and the construction of structures that are susceptible to flooding.
In September 2003, the United States Army Corps of Engineers (USACE) prepared a Feasibility
Report and Environmental Impact Statement to address hurricane and storm damage reduction
opportunities and evaluate the environmental consequences in accordance with the NEPA. The
project, consisting of storm protective beach, berm and dunes, and groins with interior drainage
structures such as levees/floodwalls, gates, pumps, road-raising, and wetland mitigation was
authorized in 2007 however it was never constructed. USACE has prepared the HSLRR and a
Supplemental Environmental Assessment to reevaluate the 2007 Authorized Plan and address any
changes to environmental conditions and determine whether the plan remains economically
justified.
