This email is to acknowledge receipt of your OPRA request dated and
received via email on 3/19/2021.  This response is being provided on the
third business day after the receipt of your request.

Please be advised, your request for “the entire building file" or "any
other records..." is not a proper request under the OPRA Statute. The Open
Public Records Act provides for citizen access to specifically identified
public records.  Searches, requests for information or requests that ask
questions are NOT valid OPRA requests. According to the Government Records
Council publication, “A Citizen’s Guide to the Open Public Records Act,”
OPRA requests must be specific:  Requestors must be as specific as
possible when requesting records. For example, requestors must identify
types of records, dates, parties to correspondence, subject matter, etc. 

I forwarded your request to our Building Department and Planning & Zoning
Department for clearly identified records only.  The Building Department
responded with the attached records.  The Planning & Zoning Department
were not able to identify any records that would be responsive to your
